Not HAARP. People are claiming that can be used to cause everything from earthquakes to hurricanes. You have any idea how much energy you need to make a hurricane? It's like all the electricity the United States produces in a year. It's an insane amount of energy.

We can induce rain by cloud seeding, we can even disperse (slightly) hurricanes, by doing the same, but that's it. Now arson is easy. I could light a forest on fire with off the shelf lasers, however, I'm not a sociopath, so I'm not going to do it. Even easier it putting an incendiary device on a drone, and just dropping it somewhere.
