One even more bizarre theory along the vein of 'the white hats plotted it' stated that dweeb was indeed an MKUltra asset, but was burned so the CIA itself killed him ahead. I think the rules are different for federal employees or deputies; and while wearing the uniform the department policies trump the rules for civilians, at least if you don't want to be fired and perhaps sued.
