Maybe they are related to the reputed tunnel networks all over the world and even extending under the ocean, the DUMBs if you will. There is supposedly a DUMB extending from the Vatican to Jerusalem some 1500 miles long.
Yes, those trillions in missing black budget money are probably going to these logistics hubs as well as other projects. Perhaps they are the re-seeding centers for when the world is devastated by whatever they can conjure up and most of the people killed.
Beirut thing resembles the Getty complex in west LA, also supposedly an underground fortress with massive tunnel connections. The Vatican keeps a large lot of its art treasures in the underground vaults at the Getty. The Getty has gates and a huge weapons arsenal underground, and the marble was chosen for its bullet resiliency.

Why do we need this? Well, where is the largest US embassy located? Iraq.
Now, look on a map of the ME and see where these locations are relative to each other.
After Washington, D.C., where is the second largest concentration (exclude military) of federal buildings & personnel? Denver. There are some spillover facilities radiating out from Denver like Pueblo, etc.
Look on a map of the US if you need to in order to see their relative locations.
So, why is this? These are administration locii for running an Empire.
That is why we need these big honking embassies the size of college campuses in the ME. They are to be full on administrative centers & logistics hubs (latter functions like Denver don't need to be).
