The specter of blacks as plunderers and low brow, ineducable parasites being deployed to kill the golden geese of a productive society is real. Give them their captagon and release them to make short work of organized businesses.
Kleptocracies only thrive for short periods after which they starve in the fumes of misbegotten thievery. Starving and diseased populations are left with their murderous warlords feeding off of their misery, excellent food for the devil.
There are numerous African societies who testify to this recurrent madness. They struggle to bring back the brain bugs of productive civilization, but it can happen, as in Kenya of all places, which seems to be undergoing a revival after cannibal warlords.
