How? Pagers are individually addressable. How did they send a signal to something that just decodes a signal it hears over the air? They must not be true walkie talkies, but some type of trunk radio system.
The BBC article said something like the pagers were set to blow as soon as they were activated. The fact that so many went up at once means that they were recently deployed. The walkie-talkie blow ups were the second step. As soon as they are activated, they blow up too. It's like that scene in "Uncommon Valor," when the mine-laying guy perfectly predicts where the gooks will run once the first Claymore is triggered with additional mines, maximizing the kill.
