As Adam Smith said - because he first said it in reference to Tariffs, not Free Trade - it would be as if an invisible hand suddenly pumped up US shipbuilding if we had Navigation Acts requriing a certain tonnage volume be brought via ship.

It would also allow us to expand the navy fast, since we'd have skilled ship's crews as part of our Merchant Marine.

As for SKILL, remember the Tudors paid Flemish weavers to move to Britain, just as they paid Spanish, Genoese, and Portugese Navigators for their skills and copies of their Rutters and maps.
