Flat roofs generally wouldn't start on fire until the inside is burning. They could also have the gravel type roof for fire protection. Sloped roofs could actually be metal as well.

Chicago has peeled back the rules on structures, but there was a time I think for 60 years or so after the Chicago fire, buildings and houses had to be all stone/brick/block.
