In reflection of Bill Clinton, I think he wanted to be one of those Presidents that History remembered fondly. His huge mistake was taking Hillary along for the ride. Given he was pardoned on federal crimes he's already dispersing the money to family and friends so it can't be touched. His life would be over though. There was a SCOTUS decision in 1915 that says accepting a pardon implies guilt. It did not speak to the question of whether pre-emptive pardons were constitutional, just that the pardoned person has to accept the pardon to lose his 5th Amendment rights in regard to the crime in question.
