Everything is about laundering. Just like the fake SS rolls with dead people collecting SS checks en masse, how many Federal employees collecting paychecks are also ciphers and ghosts?
Most Guv employees are layabouts. I was a Federal employee for a couple of years before going back to school, and the first thing you notice is the lethargy and waste. It was a conspiracy to do as little as possible for the check. Those who were genetically industrious and worked were walled off so as not to contaminate the rest. The glass ceiling juncture with the political appointees was on purpose. You were there to justify their parasitic existence and to provide a constituency for them.
