One way country washing doesn't work is that it scares the legit manufacturers in the country lest they all be penalized because of the cheaters, who then demand the authorities do something. Since they are native taxpayers and paying for the politicians, politicans are more worried about them than the smugglers/reflaggers. It's easily detectable by authorities because of the sudden increase in that product that can't be explained by output (ie finished wood products shooting up 50% in a quarter) .

Even simply imposing and then reversing tariffs creates uncertainty about outsourcing, which is an incentive to manufacture in the US. So I see it as a win for US workers.
