The same neoliberals who advocated Shock Therapy to neoliberalism in the 90s are suddenly wary of Shock Therapy in the 2020s.

I just bought 16 two foot 6500k fluorescent grow lamp tubes. Backups for my plants because fluorescent is still being 'phased out'. I need some for my reef tank next.

And the whole Soviet "shock therapy" was about confiscation of savings, price deregulation and privatization of government property. I see no parallel to anything here.
