The California homeless budgets are unaudited, the perfect grift. Nobody keep records of where the money actually goes. It's like the old people at the Albacore Club in the movie Chinatown. You could go up to a homeless bum and say, "Do you know you are a very well off person based on the money California is supposed to be giving you?".
I imagine as usual money is funneled into various NGOs and covert orgs and of course pols and their buddies. It's all about the laundering.
