It is a much bigger problem than foreign influence of Congress critters, and even that is not limited to one country. Certainly China and other countries including several middle eastern totalitarian governments use money and other means to influence congress people.

The real problem is we keep electing scumbags to the positions of power. That (according to the theory of democracy) is on us.
