Is my landlord in default?

Just curious if anyone knows of a site or ph # for Los Angeles area. I have a gut feeling that my landlord is not keeping up his end of the bargain with his bank. For the last year he refuses to fix anything, unless threatened (to go to housing dept) and now today we have left 3 messages in the last 2 hours about our plumbing backing up into the shower AND there is massive water leaking under the structure.

 So if anyone has info as to where I can find out if someone is in any stage of default I would greatly appreciate it and I'm sure there are others out there that would benifit as well

in az the county recorders office has that info, and it is searchable online, by your landlords name. I would imagine LA has something similar. But, unless the bank has filed a NOD or NTR or whatever you file in california, you will not be be able to find anything.
