The democrats (and 1/3 of the republicans) in congress aren't interested in any of Trump's ideas. Therefore, there's nothing for them to do except harass the president to obstruct his agenda. This isn't exactly a good look for the democrats, but it's a better look than actually trying to do something...
You might think that lawmakers should instead be putting proposals out, getting them through the house, and then let the republicans in the senate or the president himself shoot them down — then republicans look like the obstructionists. However, the American People generally don't like the extreme-left ideas of the democrats, so showing the democrat hand before the next election would also be a bad look for democrats.
Think I'm kidding about democrats not wanting to show their ideas before the next election? Consider AOC's Green New Deal. McConnell, in a BRIEF moment of leadership, put it up for a vote, where it went down 57 to 0 (with 43 other senators, who were all present at the time, refusing to record a vote at all). Not a single democrat senator would put their name on a bill they want to ram through when they take complete control of the government.
Trump's foreign policy is a bit stalled also because other nations are content to wait out his residency in hopes he won't be reelected. Then they'll get a corrupt pushover president that isn't interested in representing the best interests of American citizens.

WATCH the Dems on the Judiciary Committee double down on their idiocy, since they have nothing to offer the American people: no solutions for millenials who are struggling, no solutions for the homeless, no solutions for the American people. All they have is more investigations nobody wants:
