The phrase "counting the whole number of persons in each State" has traditionally been understood to include non-citizens for purposes of apportionment.

That means SCOTUS hasn't said either way yet.

Of course, this is grandstanding as others have noted. Not only would it not pass the Senate, but also will be vetoed.

14th Amendment, Section 2
Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed.
