2) What he's saying here is extremely debatable (he knows it is), and he may well want it to be debated ! After Rumsfelds comments about him, there's nothing Obama would like more than for people to explore the truth you describe.
He can't say it. But he can bring the topic up, even as an advocate for what he knows to be false.
A clown ? I'm not so sure about that. Suppose what he actually thinks is much along the lines of what you're saying. He can't say that though. But he can bring it up. He can even publicly argue it with smart people who will speak the truth.
Are there any though ? That is, that will say it and get a microphone in the main stream media ? Maybe Bill Maher. Or Jon Stewart or Colbert.
He is a hypocrite. First he campaigned against NSA and now he is for it. Then he was gainst iraq and now he thinks it was a swell idea. At least with Bush, you had the hope that he could be replaced with somebody sane.
Obama is a joke. This "Judge will review" stuff is a joke because they rubber stamp, and there is no adversarial review - the judge only hears the NSA/CIA side.

Maybe not the US taxpayers, but the neocons wanted to privatize Iraq's oil and get US companies to pump it if not own it outright.
Saddam was in no way going to allow US or UK companies back into his country, not after 1990-91.
French and Russian companies were the ones that would have gotten the post-sanctions oil exploration deals had we not invaded when we did.
Gah.
The whole fuckin' neo-con enterprise was a hostile takeover attempt, to bring Iraq out of its 1990s isolation and euro-ish orientation back into the US geopolitical alliance / economic bloc.
