The big stain is Waco, good lord there was some propaganda and an A+ Class fuckup.

All they had to do was pull a white van over on his jogging route and pick his ass up.

But nooooo, gotta get on COPS and be all SWAT about it.

"Why should we just pick up Koresh when he's jogging on a flat Texas Plain road wearing nothing but sneakers and 70s style jogging shorts, nowhere to conceal a weapon? Let's instead attack a large compound full of Apocalypse Junkies armed to the teeth. That sounds like a clever way to handle this situation."

Ruby Ridge and Waco were both attempts to keep the ATF from losing their funding that failed miserably. Good thing they were able to kill children in OKC in '95...
