Doesn't this strike you as disappointed Tourists?
Iraq was so bad, they fled to Finland, where the beautiful well maintained infrastructure didn't meet their expectations.

It's really hilarious, and it's entirely to do with Finland adopting Danish strategies of minimal cash, free but plain cafeteria food.
