No they wouldn't. The only businesses that have to collect state sales tax (paid by customers) are businesses that have a presence in the state. Mail order or internet businesses without an operations base in the state do not have to collect tax for sales in that state. I'm guessing that Amazon said that they would only build a warehouse in Utah if they got a break on customer's sales taxes. Pretty much every company gets a break on taxes when negotiating with states to decide where to build a new facility.

I expect it won't last though, as it was a political stunt, and the threat of losing unrelated business with the US gov was a driver. Once the political spotlight is gone, they will move the plant.
