As a renter for 22 years still trying to get up a down payment which would make a mortgage tolerable I have to disagree with you Quigley.

Main reasons:

1. I recall my dad explaining why he voted for it in the 70s: Believe it or not the state had a tax surplus and were still gouging home owners. So people voted to limit the governments power to abuse that.
2. The high prices aren't due to prop-13 per se but due to a smorgasbord of other BS like NOT FUCKING BUILDING to ease the supply and demand problem. I mostly blame the boomer fucks and lefties for this.

There are of course plenty of other reasons like state, county and local practices requiring all manner of rip-off licensing etc., that drives the cost of new housing sky high. Illegal immigration, etc., etc.,...

CA Prop 13 is hurting many young and productive people unless have a free house passed through trust from parents along with prop 13 tax basis. Half the bay area is rental place, owners extract money at market rate and keep the collected fair taxes with them under the name of prop 13.
Some of this funds to be used for anti housing that in turn bump up house demand, price and rents on existing housing.
In reality, Prop 13 taxes are like in the third word, your taxes depends on how well you are connected to politicians.
Also people with no connections pay full taxes and get blamed as if its their fault. Do you see a pattern here.
