More tax on vacant land:
CA (area 163,696 sq.miles) is large enough, and increase from almost zero tax on vacant lands that will encourage to sell it to builders to build few cities of size San Jose (180 sq.miles) to solve some of the problems.
Low but equal tax for all (not just for few):
Reduce 1% tax (if necessary) to all and repeal Prop 13 so that all locked up properties will get back to normal market cycle again.

What I see is that there are going to be more and more apartments in California (that's all I see in new construction in Sunnyvale). When 51% of the voters are living in apartments, homeowners better look out!

This is what happened to places like Manassas Park in Virginia going back about 15 years ago. Now that place is depressed and unlikely to undergo gentrification for a long while.
You had many children of different families (i.e., all claiming to to be cousins) under one roof as tenants. It overwhelmed the local public schools, and they were forced to raise taxes just like Los Angeles is going to have about a 7% property tax increase.

At that point the homeowner should jettison themselves from the area, and sell their home at a greatly appreciated price.
There is no other reasonable and feasible option.
It's all they deserve for letting liberal rule them like the bitches they are. Slap 'em Liberals they like it when you do that.

Question: if I move out of state before selling my shack, will California still collect state capital gains tax on the gain? (I'm guessing yes, but I can always hope!)
