It's called Frito Pie and was invented in San Antonio. Fritos came from a restaurant in SA before being bought by Frito-Lay. Was a staple on the High School lunch menu.
They're doing it wrong in the picture though. First, chili shouldn't have beans and second, the pie shouldn't have onions.
