It's about a man how has mental health problems, and when he loses his ability for therapy and the ability to get his medication, he starts to lose control.
He is betrayed by his mother, who he thought was his father, and his friend. He's not allowed to protect himself and when he's assaulted a 2nd time, he does protect himself, and is called a criminal by the government and the media for doing so - when the government would never protect him.
Arthur lives in a lawless society and eventually, he embraces it. That's the moral of the story - if your government encourages lawlessness, well, eventually everybody is lawless.
Hey, if a cop can murder a man with 3 cops standing by as somebody records it - fuck it, there's no law then.
