...because legally they cannot require it. As a public college, it is a government agency and to do so would violate federal law and the Nuremberg Code. And they know it.

The Supremacy Clause of the Constitution of the United States (Article VI, Clause 2), establishes that the Constitution, federal laws made pursuant to it, and treaties made under its authority, constitute the "supreme Law of the Land", and thus take priority over any conflicting state laws.
Depends upon what the courts say. Feds can not have control over state agencies directly except when the Supremacy Clause is clearly violated.
And yet they are demanding the jab and refusing to enroll students who will not submit.
So maybe the law doesn't even matter anymore.
