Right! Most counties have very few ICU beds to begin with, so "overflow" normally means just a couple of people.
Actually this is a side effect of capitalism, hospitals often need 70%+ occupancy rates to be and stay profitable, esp. if they treat illegals for free.

I’ve always envisioned the California train as being kinda third world. Migrants using it to go up and down the valley with the crop seasons, shaking and rattling as it jogs slowly making some slight sways and turns, and sitting next to some people holding small chicken cages with a few hens setting inside em. And this is a nice description to what I see when I ride the LA Metro. Don’t even get me started on that. Shhhh, ohhh huuhuhh. oh hell no isn’t gonna go there at all. Eh ah! No ways gonna play that shit I ain’t.
I always heard negative things about its economics with critics saying it wouldnt pay for itself with fares.
Regardless, if they build it, and it keeps running, I've always felt that it would likely create some real estate investment opportunities in the areas around its path, such as in the central valley, as I have little doubt that adding high speed transportation would make those areas more desirable to live in - people could live there and enjoy the extremely cheap land (by ca standards) and commute by rail to job centers in la, the bay, or sac.
In fact, I would be surprised if this wasn't one of the motives behind it - some investors convinced CA politicians to build it, sticking the ginormous cost onto the tax payer, while they watch their land holdings appreciate.
It could also help the snooty liberal elite access more cheap illegal house maids in la or the bay, while paying them crumbs, which is enough to live on in the central valley if they can commute to work.
