In the touristy areas there are cops on every corner. The chances of something bad happening are low if you pay attention to your surroundings and mind your own business.
It's not so bad until it happens to you. I remember reading accounts of people leaving SF. One guy said he kept hanging on, but got mugged with violence resulting in a permanently damaged eye, and he said he of course wished he had left sooner. I don't think it's such a great idea to cruise on the notion that somehow one is exempt if one is merely careful.
Woman in my hood in Santa Cruz was viciously beaten into unconsciousness by muggers. She wound up officially blind, but years later managed to get some vision back with surgeries. She has no recollection of the mugging incident, and has recovered mostly from some brain damage.

I lived in Staten Island until the second half of high school. Later a family member had an apartment in Manhattan which I visited. I had a hiatus of several decades and visited in 2009; it was much nicer. But I think it's going back to the bad old days before Guiliani, devolving into chaos.
