Probably - but this "recall" is a nothing burger and just more FUD for short sellers.

I get 2 to 3 software updates each month. Apparently this will limit the standard autopilot (free with every Tesla) to freeways and highways. Autopilot is just adaptive cruise control and steering and not intended to use on surface streets. That said, I turn it on all the time on big surface streets like El Camino Real as it works great in traffic.

Autopilot is not "Full Self Driving" that literally drives you from door to door that costs about $14K.
