The shadow SES passes its bribes as 'below the radar' aka non-taxable cash and regular payments to its useful idiots. Her 'cash on hand' was likely this kind of bribe payroll, but she was just too stupid to manage it correctly. Her cover story about 'six months of cash' was probably provided to her.
