Bongino said in his podcast that there were actually very, very few USSS agents there. Most of the ones you saw were other Treasury Agents on loan from other departments... and only there for that event. So no possibility to train together, added to communication difficulty.

He is all but saying the neglect is deliberate, it's so bad.
