Back in the day, people didn't build near the ocean or on the banks of rivers. Any buildings were shacks constructed with the knowledge that they would be destroyed in a flood or storm surge.
Hell, the Nile used to flood every year and inundate mass areas in upper Egypt. Nobody died because the people didn't live there.,
Once common sense (aka practical logic and experience) dies, freedom is the next victim.
