I suspect she's on a terrorist watch list and her calls are being monitored and blocked. Nothing worse than a 99yo terrorist.

I've had similar problems at times, but not consistently. I chalk it up to diversity hiring, and lack of any meaningful competition in the cellular space because they pay off Congressmen with their ridiculous profits.
Does she have email? Then at least she could get a note to you when the phone doesn't work.

A couple of months ago she asked me what the internet was.
She's not sure who her land line is through.
I was hoping for some sort of simplified cell phone. Or get an android and put a few buttons on the home screen and try to talk her though it. She lives 5 hours away and I don't see her for years at a time so I can't show her how myself.

Unlike cellphones, you can't do a network reset on landlines.
Everything is digital/VOIP, and the traditional phone has the same hangups as mobile at this point. Grams probably has a fiber or DSL phone connection. Perhaps it's even linked to a cable line that is offered free to retirees. You need to figure out exactly what devices are handling her phone. The old 24-volt copper lines are effectively dead.

I can't give her a cell because she's too far away and she'll never learn to use it.
