Is there any doubt in your mind that it's a second tax? It will also help tax revenues due to increased employment (or reduced underemployment) in the US indirectly, but when you are 36 Trillion in debt you don't have a choice.

Trump's goal for the economy isn't anything radical. He wants to increase tariffs, cut income taxes, cut regulations, and cut government expenses.

With all that he wants to reduce the Federal deficit from 6% of GDP to 3% of GDP over the course of 4 years.

I hope he does dissolve the IRS and personal income tax. But place a 50% outsource income tax on all foreign outsourced labor.
That would be a tax paid by the corporations, they would pay taxes on employees in any foreign location.
Like any American company overseas. They don't need those overseas locations. Let them call us, like we have to call Indians in India when we need customer service.
