Given that we don't elect dictators with unlimited, unchecked power in this country, how can Paul "promise" any specific legislation?

Presidents don't just get to do whatever they want.

Congress has the power to create and repeal laws, not the President.

True, but a president can castrate a law by issuing an executive order to stop enforcing it. Also, a president propose a bill to repeal a law and that carries weight. However, I don't think Ron Paul would get any cooperation from Congress on either side of the isle. So the best Ron Paul could do is veto all new laws preventing the government from causing more damage. I don't think he'd be effective at repairing the existing damage.

Now, if Ron Paul had been president in 2000, we could have avoided all the pain we're experiencing.
