Of course you still want to be cautious about what is down range.

But yeah, a .22 shorty fired into dirt would not cause issues.
If an accident were to happen (ricochet, etc.) .22 short's velocity/penetration would most likely be nonlethal to anyone indoors, behind a fence, etc.
These are also nice to reduce problems with penetration, but overkill for rats.
