Russia's upper house approves US adoption ban

Russia's upper house of parliament passed a ban on US parents adopting Russian children on Wednesday, bringing one of the most controversial pieces of legislation of the Vladimir Putin era a step closer to the statute book.

The problem situations may be due to differences in parent screening.
Maybe Russia needs to tighten it's screening procedures rather than shut out potential child placements.
