depends what you call a shortage.. too many new hiring manages actually believe an applicant should be able to satisfy all the listed requirements including being under 30.
the reality is much different. the majority will satisfy most of the requirements, the rest is up to the managers to train. That what managers are responsible for.
As such, even when we here in SV actually had shortages... we dealt with hiring properly. The problem today is we have poor inexperienced managers who have no idea what it is to hire and manage people. There is a shortage of GOOD managers.
Therefore.. there are lots of great people out there unemployed that can do the job if given the opportunity.
I say corporations can hire as many H1B Visa workers as they want as long as those corporations pay them each $200,000/yr. If corporations need us to import workers, they should be willing to pay a premium for those workers. Otherwise, fuck those corporations.

Also, if I recall correctly, few called careers in applied science and engineering, STEM, in the past. It's almost mimes of the BRIC economies or BRIC investing, a business-y acronym, used to sell a product or idea whereas in the past, the term was "emerging markets" analysis.
Thus, STEM shortage, leading to requests for more STEM funding for schools, more STEM teaching, etc. This sounds like MBA-ology speak to me,

There are already a lot of foreigners working as bank tellers. The problem at the executive level is that the personal connections are what qualifies those institutions as TBTF's.

It defies credulity that most economic analysis and research could not be performed more cheaply, and probably more effectively, by Indian and Chinese economists.
Does not the creation of a protected class of domestic economists fly in the face of the fundamental principles of their discipline?

BRIC nations also had a prime goal to become self sustainable.. which ment they would not buy from overseas manufacturers but created the same goods in their own nation. So regardless of what method used..legal or not to create compatible goods and services, they achieved their goals and then some.
So its not only having education, but also how USA can once again become self sustainable economy, not depended on overseas manufactures/engineers.

H1B portability should do the trick too. With portability people brought over by Infosys's Bellevue, WA office could notice that they were under-paid because they were working as junior engineers although qualified for senior positions and move to Microsoft or Amazon.

No, actually, it wouldn't. Most economists today serve the oligarchic model. To them, there is no precept so sacrosanct that it can't and shouldn't be done away with if it impedes the machinations of current market winners.

Once lawyers are outsourced in a major way, then you will see legislation against outsourcing and so called "shortages".
