Well, let's not throw the baby out with the bath water. While I have no doubt that some amount of that money goes straight to the goal enriching "job creators" in the field of military/government contracting -- just as per the "normal" military budget -- projects funded with "black" money do result in saving the lives of American personnel.

Regardless of whether or not one agrees in a particular war, once Americans are "in the shit" we should do our best to bring as many home safe a possible.

Until we solve the problem or war profiteering off of our regular military budget I don't think that any of the problems with the black budget are going to be solved.
