Northern California sheriff's deputies have shot and killed a 13-year-old boy after repeatedly telling him to drop what turned out to be a replica assault rifle, sheriff's officials and family members said.

Yes, and from what I understand it is illegal to have a toy gun without at least a red tip -- many are made out of clear plastic, etc. (as was the hand gun tucked in this kids pants).

I don't think we know why this kids gun was missing the red tip.

"I saw him with that rifle in his left hand," Mondgragon said. "And I said, 'Throw that thing away, the police are right behind you.' "

But Andy still had the rifle in his hand at 3:14 p.m. when deputies spotted him at Moorland and West Robles avenues.

I can see that, to scared to drop the gun, maybe being his favorite toy, possibly frozen with fear?, I can not disagree that he died thinking wtf did I do to deserve this.

A timeline released Thursday by the Santa Rosa police shows that only 10 seconds passed from the moment that the sheriff's deputy and his partner called dispatch to report a suspicious person to the moment they called back to say shots had been fired.

For reference, my time on an IPSC El Presidente drill was typically 7.x seconds, on a good day in the 6.x range. That's twitching WAITING for the start, when I know I'm going to spin and draw the instant I hear the beginning of that buzzer sound. Fire 2 rounds on each of 3 targets, speed reload, fire 2 rounds again, stop.

10 seconds for all the radioing, getting out of cars, shouting commands..... yeah this probably all happened WAY too fast for 13-year old kid to comprehend.

"HUH WHAT YOU MEAN ME?"

To their unfortunate credit, they got 7 rounds on target in this very short timeframe, with 2 of them being fatal wounds. I suppose that would have been great if he'd been a spree killer or something instead of a foolish teenager.

7 is how many rounds hit the target. 8 were actually fired, so one shot went wild. This is quite unusual, shootings typically involve many more shots going wild. E.g. recent NYC incident where police attempted to shoot some crazy guy on the street, missed every time, and hit 2 bystanders.

Per this story, the red tip had broken off. Plastic toys do break. Many of the guns of my childhood had duct tape fixing broken corners. Fortunately the many neighborhood "shootouts" of my youth never involved police.

Maybe so. Whatever the cause why does less crime warrant insanely militarized, hostile and authoritarian law enforcement? Or draconian laws and sentencing guidelines?
I have noticed stories lately about "woman arrested and strip searched over traffic tickets!" or whatever. It is because the Supremes ruled last year that they could SS anybody that they brought in for any crime. Do you think they will miss any opportunity to make you spread your cheeks and squat?
Or mandatory blood draws under restraint for suspected drunk drivers as is happening in a few states?
This is civilian degradation and submission training.

That doesn't necessarily prove anything. It certainly would take less than 10 seconds for a person to shoot a policeman. If you're saying that cops must count to ten before they shoot back at someone pointing a gun at them, I can't say I agree.
