The joy of apartment living. Just one of the many, many reasons why I dislike living in apartments. I've heard it occasionally in SFH, but nothing like the amount I've heard in apartments (I've only lived in them when circumstances dictated it).
As for the subsidized wife-beater ... he was born that way.

So, with all the "feminism" around today, it seems like if a middle class guy looks the wrong way he gets thrown into prison for rape. But here's a bona fide psycho, threatening to kill females, but because he's umbella-ed under other parts of the system, he walks around like cock o' the walk.
It's not against the law to abstractly threaten, it's against the law to make specific threats. It takes forever to get rid of such assholes, whether they are bottom feeders or top 0'the bottom feeders (such as attorneys).

Can you give some examples or a reference? I must be ignorant but I do not know what an "abstract threat" is. Would an example be, if someone said, as the Shakespeare character did, "The first thing we do, let's kill all the lawyers." ?

If it were me Id go upstairs and beat the shit out of the guy and then make sure he knows I'll come back with a baseball bat the next time I hear a ruckus. But I'm a bit extreme about domestic violence crap, and I'm a big guy. You may not have the same options, or the same inclinations.

With the number of jerks I encounter I would be living my life that way each and every day!

I would just go to the kitchen fill up a pot with cold water, go to the freezer put all the ice cubes I could in the pot. Open the door and pitch the contents into the general direction where I heard the cat fight.
It works every time.
Sure you could go and get involved and eithter get your self killed or arrested. But chances are great, that she would be back right there with his sorry ass, the very next day. Just tell them to point that SHIT somewhere else.

You and the other neighbors can also talk to the building manager. When the loud neighbor's lease expires he can make sure it is not renewed.
For the last few months I've been treated to weekly shouting and screaming matches on the landings outside my apartment door. It seems to involve the woman with kids upstairs and what I presume to be the husband or father. Things have gone so far as them running around the parking lots, she calling him a crackhead and he calling her the usual. At one point, 1:30 am, she knocked on my door and said that he had smashed her cell phone and threatened to kill the kids and could she use mine. I ended up calling 911 for her.
I hear this guy ranting and raving or muttering night and day upstairs and he often makes remarks at me, at other people..everything.
The thing is, the police have come by several times and there seem to be visits by social workers. But get this -- the guy survives and continues to live in what I consider a rent subsidized (by me!) apartment while my rent goes up.
