$817,000,000 to dig a third tunnel because the first one is above the water line - and the second one may soon be - and that's good news?
I'm sure that Vegas will have plenty of water, assuming the projections made in the early 20th century as to the average annual flow rate of the Colorado.
Of course, many believe that those projections are 20% on the high side. They were extrapolated from measurements over 20 wet years.
