Reading between the lines, this is what you wrote. Job market sucks, but I love the weather. Cost of living is too high, but I love the weather. Where can I go that has a job market, lower cost of living and this same weather. The answer is, you can't.
Eliminating Texas and Florida and places that snow, about your only other choice is moving north to Portland or Seattle. It occasionally snows but it doesn't stay around too long however let's not talk about rain. How does 3 months of never seeing the sun or blue sky work for you? I thought so.
Then get use to working flipping burgers or making coffee and living with 12 people in a one bedroom apartment. When you get tired of that, Texas and/or Florida will look really, really good.
Again, I remind you that my friend (who also is in IT) couldn't find a job in Oregon for 2 1/2 years and found one in 2 weeks here in Texas.
move to Vallejo (for cheap rent and cheap relocation) and continue to look for a job in the SFBA.
I really like Denver.
If you truly can't tolerate snow, then it won't work, but I can assure you that the winters aren't bad. It's not at all like like many places associated with snow. It is exceedingly more common in the winter to not have snow on the ground than to have snow on the ground. It can and does get very cold, but it's a dry cold (really!), and usually only for a few days at a time. Cloudy days are relatively rare, and clear sunny days are common. It is quite common to have a 50 degree day (or week) even in the depths of winter. 50 degrees in the sun is delicious.
It may not be for you, but it's probably not nearly as bad as you would imagine.

It takes about a year to adapt to the weather in a new area, then it's just where you live.
Go where you can make a living and save money. If you have the chops and the savings later, allow yourself the luxury of forum shopping for weather.
So job market sucks and need to move to less expensive city until back to work. Any ideas? I hate Texas weather and Florida humidity as well as freezing temperature and no way I want to shovel snow. So that leaves out most of the country. Any ideas? I wish I had been born with iron frost resistant tundra skin and bones.
