Starting with national proportional representation so every vote counts. It wouldn't matter if you're the only Republican voter in Ann Arbor, your vote would go towards the Republicans nationally and count. Also, strategic voting where you get 5 points to assign among Parties (or give one all of them), so you can vote your heart and then the second choice, and throw a point to the lesser evil.

Why a whole new Constitution when SCOTUS just legislates what the fuck it wants, anyway, depending on which way the wind is blowing.
