In other words, grade inflation with alumni connections towards recruiting, for management consulting a/o financial services firms. Thus, it would be like Iraq ceremonially killing a few terrorists (you know, the valedictorians from poor rural towns) but then, turning around and telling the world that it's rid the near east of all terrorists.
The truth is that Iraq is the CalTech for terrorism.

He is killing too few terrorists with drones. He let ISIS get to the size of a country before he did anything.
Terrorism has increased during his 2 terms. His failure to contain terrorism is obvious, and that's how history will judge him.
Obama is also named Hussein, and likes to kill terrorists. Maybe it's causal.
Trump likes to praise bad asses like Putin, xiaoping, and Hussein. It's just edgy enough to get attention, but it can be walked back enough. At first, I wasn't sure if it was purely political or an attempt at a bromance. With Saddam dead and all, this one looks purely political.
