Legal issues should be the domain of the legitimate legal system, not shadow kangaroo courts run by universities.

Female circumcision involves trimming all labia major and also excising the clitoris to make sex less pleasurable for the woman. Usually it is done with no anesthetic and a rusty knife.
So ya, that would be a punishment. Not sure anyone deserves it. Currently that punishment is reserved for women who are guilty of being Muslim.

The person defending the administration initiative for the changes was asked if there is a problem with false accusations. She did not dare say "yes." Just mumbled something: " not really.... this is not the issue..."
