In full context I understood the use of "push back" as meaning the figurative sense, meaning exercise your free speech and tell them. If one is determined to see this in the most malevolent light possible, they could insist that what Waters REALLY meant was to physically push them, then de-escalate back down to telling them off.

I don't think she literally meant physically push them, and the Democratic party is collectively stating this as well. At this point, it comes down to insisting Waters (and by extension all Democrats) meant one specific interpretation of an ambiguous phrase, against everyone else insisting that's NOT what was being communicated. Rep. Maxine Waters (D-Calif.) has addressed a series of recent death threats she said she has received, telling would-be threateners to "shoot straight" during an immigration rally on Saturday.
