Wording is ambiguous, the Swiss do have offices and embassies that cover their Hague subscription. It said 'the Hague in Switzerland' not 'the Hague is headquartered in Switzerland'. Seems to me more like the perps are using the 'Hague in Switzerland' as part of their cover, in keeping with using altruistic covers for nefarious deeds.

They are practical, capable, and not weak. It’s stable.

I would question the publicity stunt Switzerland you cite. Most roads of world mother fuckery wend back to Switzerland. The Swiss assembled the consortium that financed Hitler and directed most of his policies, until their pet psychopath went off the reservation and became too insane and embarrassing even for them.

Switzerland is the home of 'Skull and Bones' of Yale fame, and the Bushes have maintained an estate there for generations. Allen Dulles (Merovingian) spent years in Switzerland ratlining and re-sanctifying Nazis after WWII and re-distributing them all over the world, including USA and even back into Europe. That's why we have this baleful resurgence of Naziism, now, the Swiss invented it and protected it.
