When I used to do dog rescue/fostering, what I noticed first was the corruption. People want "to do good", and donate money. This is almost always misused. If you want to solve a problem, you have to be directly involved with it.
PETA and HSUS - claim to want to do good things. They don't. They collect money, and they use that money to enrich themselves, and to produce advertisements to ask for more money. They do nothing other than that. Even small charities tend to do this.
You have to have direct involvement to make ANY difference.
If you feel badly that a dog is going to die in shelter, take it in. Advertise you have a dog up for adoption, demand money for the dog - this is a commitment of the adopter that they think the animal has worth. Verify they are capable owners, keep in contact with them for some time. Giving money is is just like burning it. You can't pay people to make a difference, you have to do it yourself.
