Redevelopment scam? Selectively burn down neighborhoods/reduce to ash disguised as natural disasters using HAARP, DEW's, Chemtrail accelerants and 5G (?), then buy them up cheap to condemn or re-develop? Create terror and punish the racalcitrant? Nobody the wiser, paid by insurances? When you can't see who is pulling the trigger, and it comes from the sky, they'll just do it over and over again until they are caught and proved outright? HAARP and DEW agents can be hired to target selected areas? You say, it can't be, nobody would be that evil? Really, in today's world? That doesn't even score high on the scale. It's still in the testing phases. We probably haven't seen anything yet.
