It's an edited video, and I don't care to look it up again. The cut it right after "we'll reduce". It's difficult to see especially in this video, but in higher qualities you can see it. I've seen the original video, but I didn't bother to archive it.

Basically, from memory, he said "we will reduce the number of unvaccinated people by 50%" or something along those lines.

I don't much bother with debunking unsourced bullshit I see on the Internet. We have fucking hyperlinks for a reason. This video has to have an official source, doesn't it? What is that original source? Why isn't it included? It's not included because this is intentional disinformation, probably from our fucking friendly intelligence agencies.
